## PART 1: THREE BLOCKERS — ACTION PLANS

### ❌ BLOCKER 1: Professional Indemnity + Public Liability Insurance

**Why it's blocking:** A single claim without PI cover could end the company. Example: contractor pays $50, gets matched with a worker who causes $50K in damage on site. Contractor sues RateRight for negligent matching. Without PI, that claim comes out of the $24K bank balance. Game over.

**Alternatives if BizCover doesn't fit:**

**Acceptable minimum:** PI only at $800-$1,200/yr. PL is strongly recommended but PI is the non-negotiable.

**Certificate of currency** will be issued immediately on purchase — save a copy. Some contractors may ask for it.

### ❌ BLOCKER 2: Stripe Payment Payout Test

**Why it's blocking:** Nobody has verified that money flows from a contractor's card → Stripe → RateRight's bank account. If this breaks on the first real hire, the contractor has paid $50 and RateRight can't access it. Trust destroyed at the worst possible moment.

### ❌ BLOCKER 3: Refund Policy

**Why it's blocking:** The first unhappy contractor WILL happen. Worker no-show, bad match, payment confusion — something will go wrong. Without a published refund policy: (1) no resolution path → angry contractor → negative word of mouth, (2) potential ACL non-compliance (services must be fit for purpose), (3) internal confusion about when to refund.

**Why this policy works:**
- **"No matches = refund"** eliminates the biggest risk in an empty marketplace. If we can't match them, they get their money back. Fair.
- **"First-hire guarantee"** removes the barrier for first-time contractors. Cost: ~$50-250 in Month 1 (est. 1-5 refunds). Value: dramatically higher first-hire conversion.
- **ACL compliance:** The final line preserves statutory rights. The "no questions asked" language on zero matches exceeds ACL requirements (good faith).
- **Simple language.** No legalese. A formworker can read this on a phone at 5:30 AM.

**Financial exposure:** Worst case Month 1 (all hires are first-timers, 20% no-show rate): 6 hires × 20% × $50 = $60 in refunds. At Month 6: maybe $200-500. This is noise against $24K in the bank.

## PART 2: MARKETING CHANNEL COMPLIANCE REVIEW

Susan's 7-channel plan reviewed for compliance risks:

### Channel 1: Facebook Groups — ⚠️ MEDIUM RISK

**No channel has HIGH legal risk.** The Spam Act issue (cold SMS) was the only HIGH risk and it's already in Susan's plan as phone-first. The remaining risks are mostly reputational (getting banned from groups) rather than legal.
