## Submission strategy

1. **Cover letter** — brief, professional, references the BOQ Rev A and drawing references, states submission rev/date.
2. **Priced BOQ** — fill rates in the issued BOQ format. Don't change line items or quantities (raise queries, don't unilaterally adjust).
3. **Inclusions / exclusions / qualifications** — separate document, signed.
4. **Variation rate schedule** — pre-agreed VO rates per the template above.
5. **Programme assumption** — even a rough sequence (substructure 6 weeks → super-T launch 1 week → deck + approach 4 weeks → barriers 2 weeks = 13 weeks indicative).
6. **Reference projects** — 2-3 LFCS bridge / RC structure projects of similar scale, with contact references.
7. **Insurances + accreditations** — copies of PL, WC, ABN, any prequal certificates.
