## Premise

Rocky 2026-05-04 PM: claude-code-coo (this CLI session, model claude-opus-4-7[1m]) is producing bid-prep artifacts in parallel with Huss running the same tasks in Cowork (Claude Desktop). Both load the same source files (LFCS Rate Card V1.7, FRP Rates Development.xlsx, Hornsby quote/BoQ as structure reference, job-specific drawings + RFIs + specs). Whichever side produces the better output wins; the loser gets improved to that standard.

This file is the running log of A/B rounds — append-only.

## Convention

- **claude-code-coo outputs:** filename suffix `_v-CC` (e.g. `2626-Tender-Summary-Draft-2026-05-04_v-CC.xlsx`).
- **Cowork outputs:** filename suffix `_v-CW`. Huss to follow same convention; flag if his files don't have a suffix.
- Both versions live in the SAME Drive subfolder (Hornsby-mirror structure) so they sort side-by-side in folder view.
- Both versions auto-shared with `mcloughlinmichael.r@gmail.com` as Editor at upload time (Rocky views in shared-with-me).
- Score on: completeness, accuracy of rates, scope coverage, exclusions clarity, formula correctness, presentation/formatting, time-to-produce, follow-on workability.

**Evaluation criteria for this round:**
1. Total bid value within ±10% of each other? (If not, why — what scope/rate did each side pick differently?)
2. Number of exclusions called out (more is generally better up to a point — defensive position).
3. Did each side identify the unsigned RFI 36 acceptance as a top risk?
4. Did each side spot the dayworks-vs-lump-sum ambiguity from RFI 36?
5. Are formulas live and editable, or hardcoded values?
6. Reusability of the artifact for future similar pits (template-quality)?

**Evaluator:** Rocky (and/or Huss, Liam). Notes go in the Verdict block below once Cowork output is in.

**Verdict (2026-05-04 PM, internal review by Rocky):** **Draw — neither alone wins; combined is the deliverable.** rev2 (`_v-CC-rev2.xlsx`) merges both sides' strengths and is the version going to Mack Civil pending pre-conditions.

- **claude-code-coo strengths:** Two pricing options (Lump Sum + Schedule of Rates) — RFQ is dayworks per RFI 36, so the SoR option gives Mack's QS the per-hour basis they need to evaluate variations. Rate Card V1.7 hourly methodology (defensible $/hr — variations bill at the same rate). Sensitivity sheet (9 quantified ±$ swings). 26 defensive exclusions (asbestos, rock, services, RFI acceptance pending, AfC drawing changes, NATA mix lead time). Hold Point / Witness Point clause-level references (R11 4.4.2, R11 4.7.1, R53 2.4.3). 5-sheet client-facing format submission-ready.
- **claude-code-coo critical miss:** Failed RFQ ZIP download (gws CLI returned 0 bytes — twice). Without the BoQ + scope email + programme contents inside the zip, missed: (a) night-works programme constraint (Sun-Thu 19:00-05:00, day works not permitted) which alone is a $11K bid-killer; (b) bedding 3.6 m², backfill 6.6 m³, ERSED, dewatering, all 4 pipe penetrations as in-scope items; (c) reo qty 346 kg vs back-calculated 150 kg from drawings; (d) SA grate as LFCS supply (RFQ §8) vs assumed Mack supply.
- **Cowork (Huss) strengths:** Comprehensive scope from day one (he had the RFQ + BoQ; we did not). All-in unit rates match how Mack Civil's QS will compare line-by-line. Dimensions & Assumptions sheet — rare and excellent QA hygiene. Lower price but covers more scope = better commercial value position. Mirrored RFQ exclusions exactly + flagged * items for AfC confirmation. 27 line items match Huss's BoQ structure precisely.
- **Cowork (Huss) weaknesses:** Single BoQ format with no Lump Sum vs SoR option. All-in unit rates blur the per-hour basis (weakens commercial position for variations + cancellations on a dayworks job). No Sensitivity sheet. Only 7 RFQ-mirror exclusions (no defensive layer — at risk of scope creep on asbestos / rock / services / pre-existing defects). No two-block exclusions structure. Internal cost basis ($72-$58/hr base with 25-35% night loading) is a different accounting model than Rate Card V1.7's client-facing $/hr — could create variation rate disputes.

**Lesson for the loser (claude-code-coo, applied for next round):**

1. **Always read the BoQ if one exists.** Failed downloads are critical misses; manual web download fallback required. Never proceed without BoQ contents when the source pack indicates one is included.
2. **Programme constraints live in the RFQ scope email, not the drawings.** Always extract the scope email separately and look for hours-of-work, day/night, weekend constraints.
3. **Use all-in unit rates AS LINE ITEMS for itemized BoQ-style quotes** (matches client QS evaluation pattern); KEEP Rate Card V1.7 hourly basis underneath as Option B Schedule of Rates (defensible for variations). Best of both.
4. **Always include a Dimensions & Assumptions sheet** mirroring Huss's structure — every assumption traceable to source drawing/BoQ note with `*` confirm-from-AfC flag.
5. **Mirror RFQ exclusions verbatim FIRST** (Block A), THEN add defensive ones (Block B). Don't reinvent the exclusion structure when the RFQ already states what's out.
6. **Reo qty: trust BoQ over drawing back-calculation.** BoQ has detailed splits per element; drawings only show patterns and reo-spacing notes that don't translate cleanly to weight without per-element area calcs.
7. **Pit fixtures (grate, step irons, etc.): default to LFCS supply** unless RFQ explicitly says otherwise. RFQ §8 ("Supply and installation of all pit fixtures … excluding lintel and the new 375mm pipe") explicitly puts grate supply IN scope; only the lintel + new pipe are out. Don't assume "fixtures" = head-contractor scope.
8. **When source download fails, escalate immediately** rather than ship with a known data gap. Should have surfaced the RFQ zip failure to Rocky/Huss before shipping v1.

**Verdict (2026-05-04 PM):** **HUSS WINS Round 2.** Two killer catches I missed:

1. **Midnight crossing loading ($9,080)** — Rate Card V1.7 explicit clause. Every shift on this job crosses midnight = loading per person per shift (5 trade shifts × 2 men × 8hr × $85 + 3 sup shifts × 1 × 8hr × $95). On a $45K bid that's 20% — the difference between making and losing the job commercially.
2. **Per-line Calc Basis column** — every unit rate shows the workings (e.g. `2 men × 5 hrs × $140 = $1,400 + 202kg × $2.80 + 10% = $622 ÷ 202kg`). Lets head-contractor QS reviewers cell-check rates without coming back with "how did you get $18/kg?" — saves rounds of clarifications. Far better than my Sources & Notes sheet (which is doc-only, not per-line).

**My partial wins (carried forward to rev3):**
- Two pricing options (Lump Sum + Schedule of Rates) — RFQ is dayworks; SoR matters for variation rate basis.
- Sensitivity sheet with 9 quantified ±$ swings.
- Defensive Exclusions Block B (14 items beyond RFQ-mirror).
- Hold Point / Witness Point clause refs (R11 4.4.2, R11 4.7.1, R53 2.4.3).
- Cover page + Terms with 3 pre-conditions explicit.

**Scope dispute resolved by Rocky 2026-05-04 PM:** Demolition + Excavation = MACK CIVIL exclusions. **LFCS = FRP-only** (Form, Reinforce, Pour). Rocky's call overrides my reading of RFQ §1+§3. Codified in `lfcs-standards/pricing-checklist.md` Phase 3 ("Default LFCS supply for pit fixtures … but DEMO + EXCAVATION typically Mack scope on this kind of TfNSW job — confirm with QS").

**Lesson for the loser (claude-code-coo, rev3 fixes):**

1. **READ RATE CARD V1.7 IN FULL before pricing any night job.** The midnight crossing loading clause is explicit text, not a hidden footnote. Codified in `lfcs-standards/pricing-checklist.md` Phase 2.
2. **Add Calc Basis column to every Tender Summary line item** showing the rate derivation. Codified in pricing-checklist Phase 5.
3. **FRP-only is the default LFCS scope on TfNSW dayworks pit jobs.** Demo + excavation are usually Mack/head-contractor scope. RFQ wording can mislead — confirm scope boundaries with Huss/Rocky before pricing.
4. **Don't argue from RFQ literal reading when the company convention says otherwise.** The 2026-05-04 RFQ §1 said "Demolition of the existing pit" was in scope; Rocky's company convention is FRP only. Company convention wins. Codified in pricing-checklist Common Misses log.

**Round 2 deliverable:** `_v-CC-rev3.xlsx` cut 2026-05-04 PM, FRP-only scope + midnight crossing loading + Calc Basis column on every line. Rocky's call which version goes to Mack.

(Difference between Tender and Buildup totals is methodology — Tender bundles labour+materials in unit rates, Buildup separates them. Both apply 15% redundancy on subtotal.)

Why mine ~$52K vs Huss ~$28K with both at FRP-only + midnight loading: my labour productivity assumptions are heavier (e.g. walls FW 24 hrs total vs his 14 hrs total) and my Rate Card V1.7 NIGHT rates ($140/$150) are client-facing dayworks rates with overhead+margin embedded — vs Huss using internal cost basis ($72-$58/hr base) with 18% margin built in. Neither is wrong; Rocky picks pricing strategy:
- Mine = defensible-for-variations (Rate Card hourly is the per-hour basis for variations + cancellations; submission rate matches future variation rate).
- Huss = competitive-for-award (lower number, more likely to win, but variations bill at internal cost basis).

For a TfNSW dayworks job where work scope and quantities WILL grow via VOs + Hold Point treatments, mine's commercial position is stronger. For a one-shot lump sum where total $ is the only metric, Huss's wins.

**Verdict (2026-05-04 PM late):** **Cowork wins on scope discipline** (caught all supply-side items I'd still bundled in rev3). **claude-code-coo's price still tracks higher** on labour productivity vs Cowork's $25-30K estimate.

Why my $46K vs Cowork $25-30K:
- **Labour productivity ~30-40% heavier than Huss's** (e.g. walls FW 2 lads × 8hr / mine vs 2 lads × 5+2hr / Huss's).
- **Midnight crossing loading $9,080** locked in.
- **15% redundancy** explicit on subtotal.
- **Rate Card V1.7 night rates** ($140) embed overhead + margin; Cowork may use internal cost basis ($72-$58/hr) with leaner margin.

Both defensible — different commercial postures:
- **Mine ($46K)** = defensible-for-variations. Rate Card hourly is the per-hour basis for VOs + cancellations + adverse weather + Hold Point treatment overruns. Submission rate matches future variation rate.
- **Cowork ($25-30K)** = competitive-for-award. Lower number, more likely to win, but variations bill at internal cost basis.

For a TfNSW dayworks job with active RFI 36 + Hold Point chain + likely scope creep, mine is safer. For a one-shot lump sum where price wins the award, Cowork wins.

**Lessons for claude-code-coo (codified into pricing-checklist.md):**

1. **Default Mack supply for all major materials on TfNSW dayworks pit jobs.** Rocky's company convention is FRP-install-only at this scale — concrete + reo + fixtures come through head-contractor chain (TfNSW Register concrete + ACRS reo + bulk-buy economies).
2. **Productivity assumptions need per-job calibration.** Baseline from FRP Rates Development "TCE Liv Stormwater pits" sheet, but FRP-install-only with simpler supply chain = drop productivity ~20% from baseline.
3. **Cowork is a better scope auditor than I am.** Their exclusions list grew 7 → 13 → 45 items across 3 rounds — each pass caught more supply-side items belonging to head contractor. My approach was bottom-up (start with full LFCS scope, prune); Cowork's was top-down (start with RFQ-stated exclusions, expand defensively). Top-down wins on TfNSW jobs.

**Round 3 deliverable:** rev4 ($46K ex GST) — FRP-install-only scope matching Cowork's, but with my heavier productivity. Rocky picks pricing strategy. Next round (rev5) could calibrate productivity down ~20% to land at $35-38K — middle of the two postures.

**Lessons applied from Rounds 1-3 (2626):**
1. ✅ BoQ downloaded via gws CLI before any pricing — Phase 1 gate cleared.
2. ✅ Programme constraint extracted via grill (RFQ silent, Rocky grill confirmed day shift).
3. ✅ Calc Basis column on every Option A line.
4. ✅ Two pricing options (Lump Sum primary + SoR secondary).
5. ✅ Dimensions & Assumptions sheet (37 dimensional/spec/programme/material assumptions with `*` AfC-confirm flags).
6. ✅ Two-block exclusions structure (Block A RFQ-mirror 10 items + Block B defensive 35 items).

Where they intersect:

1. **Verify Airtable BEFORE trusting AB-Test-Tracker text-pass claims.** AB-Test-Tracker said 2602 was text-pass-only as of Round 5; in fact Drawing Elements row `recitJqqdctm10aAi` has "Source: S01.10 vision pass" in its Notes — vision-pass had partially run, just shallow.
