This is the authoritative scope for bid 2627 first-pass take-off. The previous first-pass relied on STR25020 + P171342 alone and missed pavement / kerb / nosing scope (architectural plans not supplied). The full scope (8 items + prelim) is itemised below for the worker to price independently against the locked envelope.

## What worker MUST do

- Apply LFCS scope (formwork S+I+strip + steel fix only + concrete place+finish only + curing) to items 3.01, 3.02, 3.05, 3.06, 3.08, 3.15.
- Price item 3.09 as install-only labour (no formwork, no reo, no concrete supply).
- EXCLUDE item 3.07 entirely (masonry sub; $0 line; mention in exclusions output).
- Use the locked intake envelope ($95/hr blended; labour ×1.10×... wait, override applied — labour ×1.15 cont × 1.15 margin = 1.3225; materials × 1.15 margin × 1.15 cont = 1.3225; LAFHA OUT; weather exclude; inland; 32 MPa).
- Produce labour MH per item + material direct $ per item + loaded total per item + grand total ex GST direct + grand total ex GST loaded.
- Output: **append to existing `02 - Scope and Pricing/02b - BOQ and Rate Schedules/2627-First-Pass-Priced-TakeOff-2026-05-08.md` as a "rev 2 — full-scope pass" section** (do NOT overwrite the rev 1 structural-only pass; both views useful for sanity-check).

## What's NOT in this skeleton (intentional)

- Per-line rates from the source-of-scope
- Per-line totals from the source-of-scope
- Grand total from the source-of-scope
- Author identity, document authoring date, document title
- Loading basis (margin %, contingency %, blended rate $/hr) of the source-of-scope
- Any productivity benchmark used by the source-of-scope

These are calibration data and remain quarantined. The worker derives its own rates + productivity from `_methodology_*` rows + Rate Card V1.7 (or per-job overrides via locked envelope) + standard productivity benchmarks for in-situ concrete pavement.

## Why this works for BCS

Knowing "1,128 m² of 125mm pavement broom finish with reo" tells the worker **what** to price. It does NOT tell the worker **what rate** the comparator used. Worker's $95/hr × MH-per-m² × 1.3225 produces an independent number; comparator's $/m² rate is unknown to worker. Calibration independence preserved at REVEAL: do-worker-and-comparator-arrive-at-similar-or-different-rates-for-the-same-items? remains a meaningful question.
