Initial skill — Wave 3.4 of upgrade plan. Codifies the induction-pack assembly pattern from LFCS site practice. Inputs: site name, crew list, contractor head. Outputs: assembled markdown pack (white card check + SWMS sign-on table + site-specific brief + contact card + emergency procedure). Reason: lane 12_SiteOps had zero codified skills despite Rocky's 30-year on-tools experience.

Initial skill — Wave 3.4 of upgrade plan. Generates ITP (Inspection & Test Plan) markdown for a given pour / element type. Reads TfNSW R-series spec hold-points. Outputs ITP rows with sign-off columns. Reason: ITP generation was inline / per-job ad-hoc; codifying gives reproducibility and audit trail.
