## Strategic Insight
- The fleet is converging toward a clearer fault boundary: most services are reachable, Susan and Radar are writing fresh status again, but Harper still fails to prove recovery. That makes Harper a likely agent-specific or init-path failure, not just generic fleet drift.
- The operator layer is still below standard because `fleet-cli.js` can crash on missing task data. Even with partial agent recovery, the system cannot be called healthy until the observer tools stop breaking under imperfect state.
