### API Investigation Results
- **Root cause identified:** MiniMax credits exhausted, OpenRouter monthly limit reached, Google rate limiting
- **Builder:** Uses Google Gemini 3.1 Pro, hits rate limits, tries to failover to MiniMax but MiniMax has no credits AND Builder doesn't have MiniMax key configured locally
- **Radar/Cog/Susan/Harper:** Use native MiniMax M2.5, directly hitting billing error ("insufficient balance")
- **Cog had errant config:** Was trying to use OpenRouter for heartbeat even though primary model was MiniMax. Fixed by removing the heartbeat model override.

### Actions Taken
- Removed OpenRouter heartbeat config from Cog (was a bug)
- Assigned Phase 1C (Documents & AgentDetail pages) to Builder via inbox
- Michael confirmed native API usage - they ARE on native APIs, not OpenRouter

### Fleet Status
- Severely degraded pending MiniMax and Google billing top-ups
- Builder working when API allows, otherwise stuck in failover loop
- Current status: Builder completed Phase 1A and 1B. Phase 1C assigned.
