Control Centre CC is now fully displaying real data. The remaining hurdle for "operator trust" is achieving bi-directional interaction between the agent fleet and Michael natively inside CC. Assigning Builder to implement the `Council_respond` function closes this loop, removing our reliance on Telegram for core business decisions.
