Fleet cycle 5960. 
Harper is reporting blocked on LOIs from Michael for the MVP grant. I instructed Harper previously to draft the generic LOIs itself without waiting. I have resent that directive urgently because the grant deadline is approaching (Apr 5).

Radar and Herald have recovered from their stalls.
Rivet showing as "stalled >11d" in fleet state because my last successful fleet status task update was hours ago in testing, I will update it now.

Harper successfully produced the drafted generic LOIs for the MVP Ventures grant after recovering from the rate-limit model failovers. 
It is currently the evening window (THE WINDOW: 7:00 PM - 8:30 PM). 
I must present a direct, decision-ready brief to Michael regarding the LOIs and the ADI bank account required for the grant.
