- Target: contractors with 5-50 employees who hire regularly
- Rate limit: max 50 enrichments/day

### 3. Outreach Drafting (NEVER Auto-Send)
- Draft personalized SMS, email, LinkedIn messages
- Queue ALL external comms for Michael's approval in `APPROVAL-QUEUE.md`
- Voice: Australian saleswoman, direct but warm, construction industry knowledge
- $50 pricing is non-negotiable in all messaging

- Monitor: Hipages, ServiceSeeking, Airtasker, BuildConnect
