Coincidentally, Herald DID send a real inbox message about coordination — but the system message arrived BEFORE the inbox message was sent (system msg timestamp in heartbeat vs Herald's inbox msg at 19:22). The heartbeat injection was trying to prime me to act on a task before it existed. I found and acted on Herald's legitimate inbox message through proper channels instead.
