Cross-reference of close-out reviews from completed jobs. OpsMan reads this folder at the start of every new job kickoff and surfaces relevant past lessons.

## Format

Each completed job appends one entry here when its `close-out.md` is finalised:

The `by-topic/` folder groups lessons across jobs by theme — e.g. `rebar-shortages.md`, `concrete-pump-delays.md`, `subbie-no-shows.md`. OpsMan auto-files lessons into the right topic file at close-out.
