# AFFAIRS — money, entitlements, and what happens under each visa outcome

## Employment and income — the Australian record

From ATO Single Touch Payroll, read 05/08/2026. This is also the income evidence Sibeal
will want for the 186, and it independently confirms the address history.

**Employer sequence matches the address register exactly.** Hazelrock to Oct 2024, Ivers
Oct 2024 to Apr 2025, LFCS from Jul 2025. The Apr–Jun 2025 income gap is the Sydney move,
Good Friday 18/04/2025.

**Three strong income years** — $119k, $154k, $92k. Continuous skilled construction work in
Australia since Oct 2023. Good evidence for the 186.

## Superannuation

### What the ATO shows (05/08/2026)

The ATO page carries its own warning: *"The reported super balance may be different to your
total superannuation balance."* Funds report annually, so Rest's figure predates every
dollar LFCS has paid since July 2025.

**ATO flag on the account: *"You have been identified as a former temporary resident."***
That is the 457 era — Quickway 2010, DTMT 2012. When those visas ceased the super was swept
to the ATO as former-temporary-resident unclaimed money.

### All three recent employers pay into REST

Confirmed by reading **119 payslip PDFs**: Hazelrock 55, Ivers 24, LFCS 40. Every one names
Rest. Recent super is not scattered.

Payslips mark overtime **"exempt from super"**, so SG is on ordinary time earnings and the
real figures run below the above. Strip roughly a quarter and 2023–25 lands near $18–19k,
which reconciles with Rest's reported $18,766.

**Rest today is therefore likely $28,000–31,000, not $18,766.** Add ATO-held and the
realistic total is **around $58,000–61,000**.

### RESOLVED 2026-08-05 — the ATO's $29,702.33 IS the Cbus balance

His Cbus annual statement for 2014-15, found in the `rocky` mailbox:

**Same money.** Swept from Cbus after the 457 was cancelled on 01/05/2015 and effectively
static since — former-temporary-resident unclaimed money does not attract meaningful
interest, which is why eleven years have moved it $156.

**CBUS IS FULLY ACCOUNTED FOR. Nothing is missing from it.**

That leaves two possibilities for the remembered $60,000:

1. **The memory is high.** Opening balance in July 2014 was $23,870, built from Quickway
   (2010), Mattcom (2012) and DTMT (2012-2015) — **five years of contributions, not eight**.
   $23,870 by 2014 is about right for that. A figure heard once a decade ago is easily
   misremembered.
2. **A second fund exists from 2007-2010 and never went to the ATO.** If so it is **not**
   part of the $29,702 — it would still be sitting with that fund or moved elsewhere.

**The search window is now 2007 to mid-2010 only.** Everything after that is explained.
Gmail `before:2010/06/01` on the `rocky` mailbox is the highest-value search remaining, and
the Cbus enquiry already asks whether anything was ever **rolled into** the account — if an
earlier fund was consolidated in, it is already counted and there is nothing further to find.

Also from the statement: insurance premiums of **$744.64 a year** were being deducted, so he
held cover through Cbus. DTMT contributions stop **24/02/2015**, consistent with the visa
cancellation that May.

### THE MISSING SUPER — 2007 TO 2015, NEVER CLAIMED

**Rocky worked in Australia from 2007 to 2015 and states he never claimed that super.**
· confirmed in session 2026-08-05. This corrects an earlier assumption in this file that the
period was only 2010-2012, which came from the two 457 grant notices in his ID folder —
Quickway (21/07/2010) and DTMT (11/10/2012). Those are two documented points inside a much
longer run, not the whole of it.

**He also recalls being told his super was about $60,000, ten to fifteen years ago, put on
hold because he was not in the country.**

**The ATO shows $29,702.33.** Eight years of Australian construction at the SG rates of the
day (9% to 2013, 9.25%, then 9.5%) is roughly **$50,000-68,000 contributed**, before any
investment growth. So the gap is real and it is large.

Erosion does not explain it — ATO-held super charges no fees and is credited with interest.
Four live possibilities:

1. **It never reached the ATO.** A fund must transfer a former temporary resident's balance
   to the ATO once the visa ceases and they depart — **but only if the fund knows.** Funds
   never told he had gone would have kept the account, gone inactive, and later moved it as
   **lost member** or **inactive low-balance** super. Different category, sometimes a
   different search.
2. **Name variant.** His surname is recorded both `MC LOUGHLIN` (passport, NSW Photo Card,
   LFCS payslips) and `MCLOUGHLIN` (Hazelrock, Ivers, most Australian records). An account
   opened under the closed-up spelling, or with no TFN, never links. Textbook case.
3. **Several funds across eight years.** He says he had several. Only some may have been
   swept.
4. **The $60,000 memory may be high.** Fifteen years is a long time. Costs nothing to look.

**THE ATO LIST IS NOT PROOF OF ABSENCE.** It shows only what funds have reported. A fund
holding money it cannot match to him displays nothing there.

**Most likely home: Cbus** — construction industry fund, and every employer of that era was
construction. Grant notices for Quickway and DTMT are in `Downloads\Michael Mcloughlin\`.

### CBUS MEMBER NUMBER: `7502958`

Read off a Mattcom payslip PDF, week ending 04/08/2012, pulled from the `rocky` mailbox:

**Quote this on the call. They do not need to search on name at all.** Contributions were
running at $131.24 a week at that point.

**Cbus member line: `1300 361 784`, 8am-8pm AEST Mon-Fri.** Verified twice — printed in
Cbus's own 2014 email to him, and current on cbussuper.com.au.

**Mattcom was Quickway.** Payslips came from `operations@mattcom.com.au` but the signature
is Patsy Spillane, Project Administration, **`patsys@qway.com.au`** — Quickway's domain, same
phone numbers. He has no memory of working for Mattcom because to him it was a Quickway job;
he was simply paid through a different entity, Aug-Oct 2012.

### THE RAILWAY FUND — still unaccounted, and the window is 2007-2010

Rocky recalls: *"when we were working with the railway, they put us into a different super
fund."* All three documented employers used Cbus, so the railway fund is not among them.

**The gap is 2007 to 2010.** Earliest Australian trace of any kind is the ATO digital
certificate of 24/10/2007; the first employer mail is Quickway in May 2010. Nearly three
years with no employer trace in either mailbox.

**That window is where a second fund would be, and neither mailbox can see it.** Ask Cbus
whether anything was ever rolled in from another fund, and ask the ATO for the source fund
names on everything they hold — those two answers name it without needing his memory.

### THE FUND IS CBUS — confirmed 2026-08-05

Found by searching both personal mailboxes end to end over Gmail's All Mail, read-only.
The stored corpus only reaches 27/01/2026 and could never have answered this.

**Cbus was still emailing him in June 2018 — three years after he left.** That account was
live well past his departure, so it may not have been swept to the ATO on the timetable you
would assume. Some of it may still be sitting with Cbus.

### The departure date, documented

`nsw.457.cancellations@immi.gov.au`, **2015-05-01** —
**`BCC2015/1268127 - C6ZM8B7HL - MC LOUGHLIN, MICHAEL ROCCO`**

His 457 was cancelled 1 May 2015. That is the event that starts the former-temporary-
resident clock. **Quote `BCC2015/1268127` to the ATO** — it is the departure evidence.

Earliest Australian trace of any kind: **ATO digital certificate, 24/10/2007**, issued to
**`MICHAEL R MCLOUGHLIN`** — closed-up spelling, at the very start of the record.

### The hunt, in order

1. **RING CBUS.** *"Member roughly 2007 to 2015. Employers Quickway Constructions, Mattcom
   Telecommunications, DTMT. Search **both spellings**, MC LOUGHLIN and MCLOUGHLIN. DOB
   23/09/1981. 457 cancelled 1 May 2015, ref BCC2015/1268127. Do you still hold anything,
   and if it was transferred out, when and to where?"*
2. **Ring the ATO.** Ask for **every** unclaimed super they hold or have ever held —
   former temporary resident, lost member, inactive low-balance — **with source fund names
   and dates.** Quote the 457 cancellation reference.
3. **ATO → Super → Manage → Search for lost super.** Wider than the reported-accounts view.
4. **AWU Victoria** — he is a current member (`awu.net.au`, 12 msgs, 2023-10 to 2026-03).
   Unions pursue unpaid super for members, free, and they are effective at it.

### Other leads from the same search

- **ANZ Income Cover** — income protection policy, `peakbound.com.au`, 2014. If it lapsed
  holding a balance that is ASIC unclaimed-money territory. Include in the Moneysmart search.
- **Chan & Naylor**, accountants, `chan-naylor.com.au`, 62 msgs **2014-04 .. 2020-11**. They
  hold his tax records across the whole missing period. Best single source if the ATO and
  Cbus both come up short.
- **taxback.com**, 2009-2011, marketed *"get your maximum tax and superannuation"*. If he
  ever claimed through them some may already be gone. Worth ruling out rather than assuming.
- **`mgcaus.com`, 18/06/2018** — Lana Hotimsky, *"RE: Michael McLoughlin. DTMT payslips"*.
  Someone was handling his DTMT payslips in 2018. Worth knowing who and why.
- **The `signup` mailbox holds nothing before 2020.** `rocky.mcloughlin@gmail.com` is the
  one carrying the history — search that one for anything older.

### Was the recent super even paid?

Separate question, same discipline. **A payslip showing super accrued is not proof it was
paid.** 2023-24 looks light against $119,611 of Hazelrock income, and the innocent
explanation is real — the payslips mark **overtime "exempt from super"**, and West Gate
Tunnel money carried heavy overtime plus meal, site and tunnel allowances, so 11% of gross
was never the right figure.

**But check it rather than assume it: ATO → Super → Information → Employer contributions.**
That shows what each fund actually received, employer by employer, quarter by quarter.
Compare against the payslips. Underpaid or skipped quarters are recoverable and the ATO
pursues them.

### Actions

- **ATO → Super → Manage → Search for lost super.** Wider than the reported-accounts list.
- **Ring the ATO:** *"What former temporary resident unclaimed super have you received for
  me, from which funds, and on what dates?"* Naming the source funds tells him by
  elimination which never paid in.
- **Ring Cbus.** Give **both name spellings**, DOB 23/09/1981, and the 2010-2012 employers.
  Ask them to search on name and date of birth, not only TFN.
- **Log into Rest** for the true current balance, and check LFCS contributions are actually
  landing — a payslip showing super accrued is not proof it was paid.
- **Do not consolidate yet.** Rest is the only live fund and the ATO money cannot move now.
  When there is something to combine, **check the insurance on any account before closing
  it** — life and TPD cover at 44 after thirty years on the tools is worth more than a fee
  saving, and it does not come back the same.

### What happens to the super under each visa outcome

**DASP requires BOTH that the temporary visa has ceased AND that he has left Australia.** He
is onshore on a live 482, so nothing can be claimed today either way.

- **186 succeeds → PR.** Permanent residency permanently ends DASP eligibility, but the
  ATO-held money can then be **rolled into a super fund, untaxed on the way in**. It becomes
  ordinary preserved super — his, growing, locked until preservation age.
- **He has to leave → DASP.** Paid in cash but taxed: **35% on the taxed element, 45% on any
  untaxed element** for a non-working-holiday temporary resident (65% applies to WHM 417/462
  only, which is not him). On $29,702 that is roughly **$19,300 in hand**.
  **Confirm the exact rates with the ATO before relying on the figure.**

## Lost money outside super — the 2015-2023 absence

He left Australia around 2015 and returned October 2023. **Eight years away.** That matters
because of the dormancy rules.

### ASIC / Moneysmart unclaimed money — the strongest untried lead

**Australian bank accounts inactive for 7 years are transferred to ASIC as unclaimed money.**
Same for shares and life insurance policies. Anything left in an Australian account when he
departed would have been swept around 2022, while he was still overseas and not watching.

**`moneysmart.gov.au` → unclaimed money search. Free, instant, no login, no myGov.**

**Search EVERY spelling. This is the whole point.**

His surname is recorded both ways across his own records — `MC LOUGHLIN` on passport, NSW
Photo Card and LFCS payslips; `MCLOUGHLIN` on Hazelrock and Ivers. **Searching one spelling
is doing half the search.** Unclaimed money never expires.

### Unpaid Medicare benefits — small, but two minutes

Ireland holds a reciprocal health care agreement with Australia, so he had Medicare access
on the 457s. If bank details went stale, benefits could not be paid.

**myGov → Medicare → My Details → View and edit my details → bank details.** Once updated,
Medicare pays any unpaid benefits within three days. Low value, fully automatic.

## Worker entitlement / redundancy funds

**Two separate funds have paid him $12,980.** These are live, paying accounts.

*"Approved Worker Entitlement Fund"* is the redundancy-fund category — the Incolink family.
Two entities, likely one Victorian and one NSW, matching the Melbourne and Sydney periods.
**Identify which is which before chasing either.** He has already been bitten once by a
duplicate registration (NSW Long Service Corp, case 00274601).

**The unclaimed 2025 dividend is separate from all of the above.** Those payments are money
taken when jobs ended. The dividend sits on top, still unclaimed, plus whatever balance is
behind it.

- **Incolink, member `622578`** — 2025 dividend unclaimed, chased 04/03, 30/03, 04/06. Needs
  WorkerLink login, ID verification, TFN and bank details. **No claim deadline is stated in
  any of the three emails**, which is exactly why it has sat five months.
- **Ask Incolink for the BALANCE, not just the dividend.** All three emails state the
  dividend requires an average member balance of roughly $1,000. Read alongside the 31/01
  lapse letter (9+ months, no contributions), there is a dormant fund behind it.
- **Ask about BOTH fund accounts**, not just `622578`.

## Other entitlements

- **Rest super, member `714023884`** — consolidation started 07/07, stalled on the identity
  step. Go via the ATO instead of the fund.
  **USI `RES0103AU` · Fund ABN `62 653 671 394`.** Both are public fund identifiers, not
  credentials — quote them when rolling anything in, or on a super choice form.
  Address held by Rest: **403 Malabar Rd, Maroubra NSW 2035**, matching the NSW Photo Card
  and the LFCS payslips. Third independent confirmation of that address.
- **SECURITY — a sent email holds his TFN and bank details together.** 29/07/2025 to LFCS
  Accounts, plain text, TFN + BSB + account number in one message. That combination is what
  super fraud runs on: roll the balance to an account the attacker controls. Worth deleting
  both ends and never sending them together again. **Neither value is recorded here or in
  any other file, deliberately.** If it is ever misused, the ATO Client Identity Support
  Centre can put additional verification on his record.
- **NSW Long Service Corporation, worker `W12142158`** — unclaimed balance **2 years 113
  days** as at 11/02/2026, case 00274601, duplicate registration already resolved. LSC's own
  words: fixing missing service as an employee *"may take between 8 - 12 months to
  resolve."* **The slowest item on this page — start it first if it is going to be started.**
- **Service NSW toll relief rebate** — prompted 06/05, never claimed. E-Toll account
  `9964397`, prepaid tag, auto-pay, so no debt risk. Real money, unclaimed.
- **The question email cannot answer:** is LFCS actually lodging his long service and
  Incolink contributions? Both only accrue if the employer files. If they are not filing it
  is silent, it compounds, and the fix runs 8–12 months. **Worth one look at a payslip and
  one call.**

## If he has to leave the country

Ordered by how long each takes, because the slow ones have to start first.

1. **NSW Long Service `W12142158`** — 8–12 months to resolve missing service. Start now
   regardless of the visa outcome.
2. **Super** — cannot be claimed until the visa ceases and he has departed. DASP after.
   One consolidated account makes a single claim instead of chasing several funds from
   Ireland.
3. **Incolink** — dividend plus balance. Needs ID and bank details while he still has easy
   access to both.
4. **Toll rebate** — small, quick, Service NSW.
5. **ATO access** — myGov and ATO online get harder from overseas. **Download income
   statements, notices of assessment and super fund details while access is easy.** Save to
   `Downloads\Michael Mcloughlin\`.
