- Bootstrap-based navigation structure '
- Role-based navigation elements '  
- Dropdown menus for all features '
- Notification bell with live count badge ' (NEW)
- Communications dropdown (Messages, Disputes, Support)  (NEW)
- All navbar links connected to actual routes  (FIXED TODAY)

## FIXED TODAY (2025-09-19):
- Navbar consistency - all items now have dropdowns
- Notifications now prominent with bell icon
- Dead links fixed (Calendar, Time Tracking, etc.)
- Added Communications dropdown for better organization

## REMAINING ISSUES:
- Mobile navigation opacity behavior (from 2025-09-06)
- Worker Management route doesn't exist
- Availability route doesn't exist
- Support currently uses mailto (could integrate Slack)

## DEPENDENCIES:
- Authentication: Navigation changes based on login state
- Notifications API: /api/notifications/unread-count
- Bootstrap 5: CSS framework dependency

## KEY FILES:
